Repair PR #9550 on branch 'refactor/spotify-optimistic-ui-11189282566171114552' while meeting architectural and system directives.

PR created automatically by Jules for task 4371832837480197741 started by @arii

- Remove generic `useOptimisticSync` hook and integrate optimistic lock state securely within `useSpotifyVolume`'s reducer.
- Eliminate redundant explicit `isMuted` states, instead deriving it dynamically from `displayVolume === 0`.
- Ensure React strict-mode safety by moving side effects (`Date.now()`) to action payloads, keeping the reducer pure.
- Restore and retain the local `selectedDeviceId` state in `SpotifyControls` and `SpotifyDisplay` to correctly handle client-side optimistic UI for Spotify device selection and prevent "snap-back" during active WebSocket synchronization.
- Removed verbose, non-informative comments.
